Hilo International Airport (IATA: ITO, ICAO: PHTO, FAA LID: ITO), formerly General Lyman Field, is owned and operated by the Hawaiʻi state Department of Transportation. Located in Hilo, Hawaiʻi County, the airport is one of two major airports on Hawaiʻi Island and one of five major airports in the state. Hilo International Airport serves most of East Hawaiʻi, including the districts of Hilo and Puna, as well as portions of the districts of Hāmākua and Kaʻū. Most flights to the airport are from Honolulu International Airport. These flights are predominantly operated by Hawaiian Airlines, United Airlines, Aloha Air Cargo, and its newest operator, Southwest Airlines.It is included in the Federal Aviation Administration (FAA) National Plan of Integrated Airport Systems for 2017–2021, in which it is categorized as a small-hub primary commercial service facility.

Since I cannot delete my previous review. I followed Enrique's guidance regarding the Content.xml file located in the LocalCache root. That seems to have fixed the issue. Please take some time to update the textures and FPS drops and this would be golden.
I found the problem with the missing SID/STAR/RWYs. When installing PHTO, it gets the highest priority, by being located at the bottom of the Content.xml in the LocalCache folder (lower in the list has the higher priority), ahead of Navigraph NavData, so no SID's or STAR's were visible.
I learned from this because I also had issues with FDTS Chicago KORD had the same problem, so I found this info in the Navigraph forum, and also tried with PHTO, and wala.....All are visible now. So, the problem with PHTO is related to the installation priority.
FPS is an issue, but the airport rendition is nice.
This airport is okay but the navaids do not work with MSFS. There are no SID, STAR, APPR, NAVAIDS available for departure and arrivals. It seems that it is not compatible with MSFS SU5+ It is very unfortunate.
