Terrible optimization of the dynamic lighting and even in day time, I have latinvfr Miami which has tons of reviews of Performance issues and ironically it's works extremely well for me so it's not my pc, avoid this person, they are obviously using incorrect techniques to develop these sceneries, and you are just going to encounter problems.
